طوفان کلاهبرداری کوروش کمپانی همچنان و با شدت زیاد در حال چرخیدن در رسانه‌ها و موضوع داغ بحث در شبکه‌های اجتماعی و پیام‌رسان‌هاست. در این ماجرا برخی کندی و ناکارآمدی انبوه نهادهای نظارتی را مقصر می‌دانند، برخی طمع و بی‌توجهی قربانیان با وجود کلاهبرداری‌های مشابه را مقصر دانسته و برخی هم سلبریتی‌های مبلغ را عامل تسهیل‌گیری و گسترش ابعاد این کلاهبرداری می‌دانند.
به اعتقاد نگارنده اما یکی از ریشه‌های وقوع این کلاهبرداریها که کمتر به آن پرداخته شده است را باید در مشکلات اقتصادی کشور دید که باعث می‌شود مردم به این نوع کسب درآمد هجوم ببرند و موارد متعددی از پیش‌فروش خودروی زیر قیمت بازار گرفته تا رمزارزها که مالباختگان و پرونده‌های کثیرالشاکی زیادی به جای گذاشته است، از این نمونه‌ها هستند.
از سوی دیگر نقص در عملکرد نهادهای نظارتی به مثابه یک زخم کهنه و علاج نشده است که هر از گاهی سر باز می‌کند و بی آنکه یک بازنگری کلی در نقش‌ها، مسوولیت‌ها، ترک فعل‌ها، کندی‌ها و تعلل‌ها شود، به فراموشی سپرده می‌شود تا وقوع کلاهبرداری بعدی.
بررسی رسانه‌ها نشان می‌دهد در چند سال اخیر حداقل 32 مورد کلاهبرداری هرکدام با بیش از چند هزار مالباخته در کشور رخ داده که نقاط مشترکی در این نوع کلاهبرداریها به چشم می‌خورد، از جهل و طمع مالباختگان گرفته تا نقش و مسوولیت انبوه نهادهای نظارتی.
نکته مشترک دیگر آنکه به زعم نگارنده اصولا هر کجا سلبریتی‌های مجازی جمع شده و حضور دارند، باید هم مردم و هم نهادهای نظارتی به شدت حساس شده و احساس خطر کرده و سریعا نسبت به بررسی همه جانبه موضوع ورود کنند. چراکه حسب تجربه، از سال‌های قبل تا کنون مصادیق متعددی از ردپا و تبلیغات کلاهبرداریها در صفحات این قشر دیده شده و می‌شود.
در خصوص این قبیل کلاهبرداریها اما هزاران چراهای بی‌پاسخ در حال شکل‌گیری در رسانه‌ها، کاربران مجازی و افکار عمومی است که در ادامه به برخی از این موارد پرداخته می‌شود.
- گرداننده فراری کوروش کمپانی یک سرباز فراری بوده است. سوال اول اینجاست که چرا و چگونه وی توانسته مجوزهای لازم را دریافت کرده و بر خلاف نص صریح قانون فعالیت کند؟
- اینکه چگونه یک سرباز فراری که فاقد گذرنامه بوده و کلاهبرداران مشابه، به سهولت از مرزهای کشور خارج می‌شوند نیز یکی دیگر از چراهای بی‌پاسخ است.
- رییس انجمن واردکنندگان موبایل گفته «این شرکت اصلا دارای مجوز واردات آیفون نبوده و موبایل‌های آیفون را از طریق دیگر واردکنندگان تهیه کرده و در گذشته نیز دو مرتبه دفتر آن‌ها پلمب شد که متاسفانه بنا بر دلایلی که مطلع نیستیم، مجددا بازگشایی شد.» پرسش اینجاست که چرا و چگونه می‌توان به سهولت و در گستره‌ای به این بزرگی و با این حجم عظیم از تبلیغات و سروصدای گسترده، چنین تخلفاتی را ادامه داد؟
- در خبرها آمده که «از شهریورماه امسال برخی نهادهای نظارتی در جریان این تخلف بوده و نامه‌های مختلفی مبنی بر عملکرد مبهم این شرکت به مراجع مختلف از جمله سازمان تعزیرات، اتاق اصناف و سازمان‌های دیگر ارسال شده بود و حتی فرد متخلف متعهد شد نسبت به دریافت مجوز برای فروش اقساطی موبایل اقدام کند اما متأسفانه چنین چیزی اجرایی نشد.» اکنون پرسش اینجاست که پس فایده نظارت چیست و چرا باید چنین باشد و چه کسی مسوول پاسخگویی و جبران است؟
- اصولا یکی از دلایل ممنوعیت واردات موبایل، لوکس بودن این کالا و اختصاص سهم بالای خروج ارز از کشور اعلام شد. اکنون سوال اینجاست که پس چرا وزارت صمت به واردات گوشی‌های کارکرده آیفون همچنان مجوز و ارز اختصاص داده است؟
- یا چرا با وجود آنکه ماه‌هاست رسانه‌ها گزارش‌های متعددی از مجوز وزارت صمت به تولیدکننده‌های تقلبی نوکیا و سامسونگ منتشر می‌کنند، شاهد پاسخ و اقدامی نیستیم؟ چه اشخاص یا جریان‌هایی پشت این مسایل و تخلفات آشکار و مشهود هستند که مانع توقف و برخورد می‌شوند؟
- در شرایطی که بانک‌ها اجازه برداشت بیش از 10 میلیون تومان در روز از حساب بانکی را نمی‌دهند، چرا و چگونه با وجود سامانه‌های پولشویی، نهادهای نظارتی، امنیتی، مرکز مبارزه با پولشویی وزارت اقتصاد و … این ارقام کلان جابه‌جا می‌شود؟
- چرا با وجود برخی خلاء‌های قانونی که باعث تکرار مکرر این قبیل کلاهبرداریها و همراهی برخی سلبریتی‌ها در تسهیل آن شده، هنوز خبری از اقدام و برداشتن گام‌های عملی در این خصوص نیست؟ اصولا چندین هزار میلیارد تومان کلاهبرداری و چند صدهزار قربانی و مالباخته باید در کشور به وجود آید که گامی در جهت رفع این کاستی‌ها برداشته شود؟
- اصولا چرا حساسیتی روی حساب بانکی، سابقه، سن، شرایط قانونی احراز صلاحیت یک فرد که یک شبه صدها و هزاران میلیارد تومان به حساب او واریز شده وجود ندارد؟ آن هم در شرایطی که برای اعطای یک وام زیر صد میلیون تومانی، انبوهی از تعهدات و ضامن و مدارک از مردم دریافت می‌شود؟
- و در نهایت اینکه چرا رویه مشکوک و مفسده‌آمیزی که منجر به حضور بی‌ضابطه بیش از 1500 شرکت بعضا بی‌نام و نشان در زمینه واردات و عرضه موبایل شده و انبوهی از گزارش‌ها و هشدارها در خصوص سودجویی‌ها و کلاهبرداریها منتشر شده، گریبان هیچ مسوول و متولی در این عرصه را نمی‌گیرد؟
