حامد منکرسی، معاون سیاستگذاری و اعتباربخشی سازمان فناوری اطلاعات ایران در گفت و گو با مهر در خصوص مراکز داده دستگاههای دولتی و نحوه ارزیابی این مراکز گفت: با توجه به قانون بودجه سال ۱۴۰۱، دستگاههای اجرایی مکلف شدند که خدمات الکترونیکی را در پنجره واحد دولت هوشمند قرار بدهند، بندی هم وجود دارد که میزبانی دادههایی که در این پنجره واحد ارائه میشود باید بر روی مراکز داده استاندارد و مورد تأیید وزارت ارتباطات انجام شود لذا از همان زمان فرایند شناسایی و ارزیابی مراکز داده آغاز شده و در حال حاضر در حال انجام است.
وی افزود: به این ترتیب باید مراکز دادهای که حداقلهای لازم را ندارد شناسایی بشوند و یک برنامهای برای اصلاح و افزایش پایداری آنها انجام بگیرد و اگر قابل اصلاح نیست برنامه بازنشستگی و مهاجرت به سمت مراکز داده استاندارد انجام بگیرد که میتوانند در پروژه ابر دولت و یا مراکز داده دیگری که مورد تأیید هستند سرویسهای خودشان را قرار دهند.
وی افزود: در گذشته اتفاقاتی افتاده که باعث قطعیهای سیستم یا از دست رفتن دادههایی شده که وابسته به زیر ساختهای مراکز داده بوده است.
منکرسی با اشاره به دلایل مشکلاتی که برای مراکز داده رخ میدهد، گفت: کمبود بودجه، کمبود نیروی انسانی، عدم به روز رسانی مراکز داده، استانداردها و تجهیزات مورد نیاز و یا فرایندهای مورد نیاز برخی از این دلایل به شمار می آیند. همچنین ممکن است برای ارائه سرویس استانداردهای لازم را نداشته باشند و خاموشیهایی که اتفاق میافتد، کمبود برق یا نقص تجهیزات ممکن است وجود داشته باشد که باعث میشود آن سرویس برای چند ساعت یا چند روز از دسترس خارج شود و قابلیت استفاده نداشته باشد. ما بیشتر به دنبال این هستیم که از رخ دادن اتفاقهای مشابه پیشگیری کنیم.
این مقام مسؤول سازمان فناوری اطلاعات ادامه داد: این اقدامات با همکاری دستگاههای اجرایی در تهران و استانهای دیگر آغاز شده است و ادارات کل ارتباطات و فناوری اطلاعات استانها، نظام صنفی رایانهای، حراست کل در حال همکاری با سازمان فناوری اطلاعات هستند تا فرایند ارزیابی را عملیاتی کنیم.
وی در خصوص آخرین وضعیت تعطیلی مراکز داده دستگاههای دولتی تصریح کرد: با توجه به اینکه ارزیابیها در چند مرحله انجام میشود و هنوز کامل نشده است هنوز مراکز دادهای تعطیل اعلام نشده است خیلی از مراکز داده هم نیاز به اصلاح و تکمیل دارد برای همین فرصتی به آنها داده میشود. این طور نیست که ارزیابی و تعطیلی در یک روز صورت بگیرد بلکه حتی بازه چند ماهه برای برخی اصلاحات مانند اصلاحات زیرساختی و عمرانی داده میشود و اگر بعد از این فرصت موارد اصلاحی مراکز داده انجام نشد اجازه استفاده به آن مراکز داده نمیشود.
منکرسی با اشاره به آغاز فرایند ارزیابی مراکز داده گفت: فرایندهای اجرایی، برنامهریزی ها و هماهنگیها با سازمانهای ذی ربط در سال گذشته انجام شد و در حال حاضر چند ماهی است فرایند آموزش کارشناسان برای ارزیابی و… آغاز شده است.
معاون سیاستگذاری و اعتباربخشی سازمان فناوری اطلاعات ایران با اشاره به شاخص و معیار ارزیابی مراکز داده دستگاههای دولتی گفت: عمدتاً مباحث پدافندی و زیرساختی و عمرانی و ساختمانی، تجهیزات فیزیکی و دسترسی به مراکز داده، تجهیزات خنک کننده، تجهیزات تأمین کننده برق و… ارزیابی میشود.
منکرسی در خصوص آمار مراکز داده دستگاههای دولتی در کشور تصریح کرد: یکی از اهداف ما تخمین آمار دقیق مراکز داده در کشور است اما پیش بینی میشود ۵۰۰ مرکز داده دولتی داشته باشیم.
وی در خصوص جدیدترین ارزیابی از مراکز داده دستگاههای دولتی گفت: فاز اول ۶ استان منطقه یک ارزیابی میشود که شامل ارزیابی استانهای اطراف تهران و شهر تهران میشود و تا پایان سال ارزیابی مراکز داده دو منطقه دیگر آغاز میشود که حدود ۱۵۰ مرکز داده میشود.
