به گزارش مهر به نقل از سازمان فناوری اطلاعات ایران، نشستی با هدف بازنگری و تسهیل فرایندهای موجود صدور مجوزهای نرم افزاری با حضور حامد منکرسی، معاون سیاستگذاری و اعتباربخشی، مدیران سازمان نظام صنفی رایانهای و کارشناسان رسمی دادگستری برگزار شد، لزوم و اثربخشی ارائه سورس کد در فرآیند صدور مجوزهای تأیید فنی و احراز اصالت نرمافزار مورد بحث و بررسی قرار گرفت.
منکرسی، معاون سازمان فناوری اطلاعات در این نشست، ضمن مرور پیشینه ثبت نرمافزار و اعطای سندی به نام «گواهی ثبت نرم افزار» از سال ۱۳۸۵ توسط وزارت فرهنگ و ارشاد اسلامی به پدیدآورندگان نرمافزار اظهار داشت: با توجه به چالشهای رایج در حوزه مالکیت نرمافزار، اهمیت تحویل سورس کد از حساسیت بسیاری برخوردار است. با وجود اینکه طبق استانداردها سورس کد تنها بخشی از یک نرم افزار را تشکیل میدهند و باقی متعلقات و مستندات تولید و نگهداری نرم افزار وزنی معادل و چه بسا بیشتر از سورس کد را در ارزش یک نرم افزار به خود اختصاص میدهند.
وی افزود: متأسفانه بسیاری از شرکتهای فعال در حوزه نرمافزار، فرآیند مستندسازی و نگهداری از تولیدات خود را به درستی طی نمیکنند. در چنین وضعیتی، تنها مستند قابل مشاهده و استناد که میتواند برای ثبت مورد استفاده قرار بگیرد، سورس کد است.
معاون سیاستگذاری و اعتباربخشی سازمان فناوری اطلاعات ایران، با تاکید بر اینکه حاکمیت درصدد سادهسازی فرآیند صدور مجوز برای متقاضیان است و به سختگیریهای بی تأثیر در این حوزه اعتقادی ندارد، بیان داشت: انتظار آن میرود با تشخیص اولویتهای حوزه نرمافزار و برگزاری نشستهای کارشناسی و جمعآوری نظرات تخصصی حقوقدانان، فرآیند اعطای مجوز برای شرکتها به صورت مشهودی تسهیل شود.
وی همچنین تداوم مسیر پراهمیت دریافت سورس کد از شرکتها را زمینهساز ایجاد کسب و کارهای جدیدی دانست که میتوانند با ایجاد تغییراتی در فرآیند فعالیت پدید آورندگان حوزه نرمافزار، بخشی از نگرانیها و چالشهای این فعالان را کاهش دهند. گفتنی است محور دیگری که در این نشست مورد بررسی قرار گرفت، میزان اثربخشی سورس کدهای دریافتی در مجوزهای صادره جهت احقاق حقوق ذینفعان بود که در نهایت با طرح پرسش و پاسخ توسط مدعوین به پایان رسید.
