روبل دیجیتالی، نوعی ارز دیجیتالی بانک مرکزی (Central Bank Digital Currency) که ایجاد و عرضۀ آن، در اصل در سند اولیۀ برنامۀ اقتصاد دیجیتالی فدراسیون روسیه (تهیه شده توسط بانک جهانی در سال 2017 و تصویب شده در سال 2018 توسط دولت روسیه) پیش‌بینی شده بود و به طور خاص توسط رئیس جمهور ولادیمیر پوتین سفارش داده شده بود، بالاخره در روز پانزدهم اوت سال گذشته (2023)رسماً عرضه شد و شش-هفت ماه است که در کنار روبل معمولی عمل می‌کند.
با این وجود، گزارش اخیر مرکز پژوهش‌های مجلس تحت عنوانِ «آسیب‌شناسی برنامه‌های اقتصاد دیجیتال روسیه و درس آموخته‌هایی برای ایران» که روز هشتم اسفند 1402 (یعنی حدود هفت ماه پس از عرضۀ رسمی روبل دیجیتالی در فداسیون روسیه) ارائه و منتشر شده است، ذکری از این موفقیت مجریان برنامۀ اقتصاد دیجیتالی روسیه به میان نمی‌آورد!
لذا همین نکته (سکوت گزارش اخیر مرکز پژوهش‌های مجلس ایران در مورد این موفقیت)، برای نگارنده انگیزه ژ‌ای شد برای نوشتن یادداشت حاضر.
روبل دیجیتالی در حال حاضر به هم پیمانان فدراسیون روسیه، بلاروس یا ایران ارائه نمی‌شود.
به گفته آلیاکساندر لوکاشنکا، رهبر بلاروس، بانک مرکزی بلاروس برنامه‌ای فوری برای پذیرش روبل دیجیتالی روسیه به عنوان ارز مشترک ندارد.

از سوی دیگر، در حالی که همکاری بانکی قابل توجهی بین ایران و روسیه وجود دارد، روبل دیجیتالی به ایران عرضه نشده است.
روبل دیجیتالی مانند “بیت کوین” مبتنی بر فدکت (فناوری دفتر کل توزیع شده یا Distributed Ledger Technology: DLT) نیست، بلکه یک ارز «فیات» (یعنی بدون پشتوانۀ فیزیکی و صرفاً مبتنی بر اعتبار مالی بانک مرکزی روسیه) است که توسط دولت صادر می‌شود و یکی از دو نمایندۀ واحد پول رسمی روسیه (در کنار روبل معمولی) است.
روبل دیجیتالی به گونه‌ای طراحی شده است که به عنوان وسیلۀ پرداخت، معیار ارزش و وسیله‌ای برای دارایی و پس‌انداز عمل کند، درست شبیه به پول نقد سنتی و پول غیر نقدی.
روبل دیجیتالی در کنار اشکال موجود پول الکترونیکی و پول نقد با نرخ مبادلۀ 1:1 با روبل معمولی عمل می‌کند. هرچند این ارز توسط بانک مرکزی روسیه صادر شده است اما توسط دولت مدیریت می‌شود و هدف آن فراهم کردن تسویه حساب‌های پولی مطمئن، ایمن، سریع و راحت برای همه شرکت کنندگان اقتصادی در تجارت با روسیه است.
انتظار می‌رود که روبل دیجیتالی بخصوص در رژیم اقتصاد جنگی فدراسیون روسیه علیه اوکراین، به طور کامل به پول نقد و سایر اشکال پرداخت الکترونیکی قابل تبدیل باشد و مستقیماً در حساب‌های بانک مرکزی ذخیره شود در حالی که همچنین از طریق کیف پول بانک‌های تجاری قابل دسترسی است، با این تفاوت که بر اساس مقررات‌گذاری ویژه‌ای که برای روبل دیجیتالی وضع شده است، در مورد این ارز، پرداخت سود یا اجازه استقراض وجود ندارد ولی بانک مرکزی قصد دارد امکان خرید دارایی‌های مالی دیجیتالی با استفاده از روبل دیجیتالی را فراهم کند.
همچون دیگر «ارزهای دیجیتالی بانک مرکزی» (Central Bank Digital Currency)رایج در کشورهای دیگر، این ارز هم متمرکز است و هم مبتنی بر قراردی هوشمند به عنوان یک عملکرد اضافی برای خودکار کردن تراکنش‌ها بر اساس شرایط از پیش تعریف شده.
به رغم برخی ادعاها مبنی بر این که روبل دیجیتالی می‌تواند به روسیه برای دور زدن تحریم‌ها کمک کند، صرافان بین‌المللی و کارشناسان ارزهای دیجیتالی معتقدند که تأثیر آن بر اجتناب از یا بر دور زدن تحریم‌ها محدود است، زیرا ارز مورد بحث، در درجۀ اول به عنوان یک سیستم پرداخت داخلی عمل می‌کند.
در حالی که همچنین گمانه زنی‌‌هایی در مورد پتانسیل آن برای معاملات بین‌المللی وجود دارد!
مشکل روبل دیجیتالی اینجا است که زیرساخت‌های لازم برای پرداخت‌های فرامرزی هنوز وجود خارجی ندارند. به طور کلی، روبل دیجیتالی نشان دهندۀ حرکت استراتژیکی فدراسیون روسیه برای تقویت سیستم مالی، ترویج مبادلات داخلی امن‌تر، و کاهش وابستگی به زیرساخت‌های مالی غرب است.
تفاوت اصلی بین روبل دیجیتالی و رمزارز از نوع بیت کوین، در ماهیت و انتشار آنها نهفته است.
همان طور که گفته شد: روبل دیجیتالی صرفاً یک «ارز دیجیتالی بانک مرکزی» (CBDC) است که توسط دولت روسیه، به ویژه بانک مرکزی روسیه صادر می‌شود و همچون واحد پول رسمی روسیه (روبل) عمل می‌کند و توسط دولت مدیریت می‌شود.
در مقابل، ارزهای رمزنگاری شده مانند بیت کوین، بیت کوین کَش، کاردانو، لایت کوین، اتریوم (Etherium) و جدیدترین آنها: کاسپا (Kaspa)ارزهای دیجیتالی غیرمتمرکز هستند که مستقل از هر مقام مرکزی یا دولتی عمل می‌کنند.
در حالی که هر دو نوع ارز را می‌توان برای تراکنش‌ها و ذخیره‌سازی از طریق کیف پول‌های الکترونیکی استفاده کرد، تمایز اصلی این است که روبل دیجیتالی توسط بانک مرکزی روسیه صادر و کنترل می‌شود و نرخ مبادلۀ 1:1 با روبل معمولی را تضمین می‌کند و منوط به نظارت توسط سرویس‌های امنیتی فدراسیون روسیه است.
از سوی دیگر، ارزهای دیجیتالی از نوع بیت‌کوین توسط هیچ نهاد واحدی صادر نمی‌شوند، دارای ارزش‌های نوسانی هستند و فاقد کنترل متمرکز یا حمایت دولتی.
فعلاً روبل دیجیتالی طوری طراحی شده است که به عنوان وسیله‌ای برای پرداخت، معیار ارزش و وسیله‌ای برای پس‌انداز صرفاً در سیستم مالی روسیه عمل کند، در حالی که ارزهای دیجیتالی، خارج از سیستم‌های مالی سنتی و دولتی عمل می‌کنند و اغلب برای اهداف سرمایه‌گذاری یا سوداگری استفاده می‌شوند.
این که ارزش روبل دیجیتالی با حفظ نرخ برابری 1:1 با ارزش روبل معمولی یکسان است، بدان معنی است که یک روبل دیجیتالی از نظر ارزش، همواره به طور ثابت معادل یک روبل سنتی است. لذا انتظار می‌رود این ارز برای همه فعالان اقتصادی در داخل بازارهای مالی و تجاری روسیه، تسویه پولی مطمئن، ایمن، سریع و راحت را با ارزش و نرخ برابری روبل معمولی فراهم کند.
تاریخ عرضۀ رسمی روبل دیجیتال 15 اوت 2023 بود.
اگر چه هنوز فدراسیون روسیه نمی‌تواند برای دور زدن تحریم‌های غرب از ارز دیجیتالی‌اش بهره‌ای ببرد، لیکن گمانه‌زنی شده است که پوتین با استفاده از روبل دیجیتالی بانک مرکزی، در نهایت قصد و سعی وافر در دور زدن تحریم‌های اقتصادی اعمال شده علیه این کشور را در سر می‌پروراند.
