گزارش روزشمار عصر ارتباط از مهمترین وقایع و رویدادهای سال 1402 در حوزه‌های ارتباطات، فناوری اطلاعات و فضای مجازی، گویای ملغمه‌ای از تلخی‌ها و شیرینی‌هاست.
مقوله امنیت سایبری، حملات مجازی و هک متعدد سامانه‌های دولتی و خصوصی در صدر رخدادهای تلخ امسال بود. اگرچه به خوبی می‌دانیم که مساله امنیت سایبری یک بحران جهانی است که از غول‌های فناوری دنیا گرفته تا سامانه‌های کشورهای پیشرفته را همواره در معرض انبوهی از حملات شبانه‌روزی قرار داده و آسیب‌های جدی به کشورها وارد کرده و می‌کند.
لیکن ترکیب این حملات با ظهور هوش مصنوعی اما وارد فاز جدید و به مراتب پیچیده‌تری می‌شود که با توجه به سرمایه‌گذاری‌های عظیم کشورها در بهره‌گیری از این ابزارها برای حملات، نگرانی‌ها ما را بیشتر می‌کند.
چراکه با وجود اشراف بر مطلق نبودن امنیت اعم از فیزیکی و سایبری در دنیا و رواج نسل جدیدتر و پیشرفته‌تر حملات سایبری، ما همچنان و با وجود انبوهی از دستگاه‌های متولی در این عرصه و تقسیم‌کارهای متعدد، مورد هجوم قرار گرفته و کمافی‌السابق نیز گزارشی از عامل یا عاملان حملات، نحوه وقوع، کوتاهی یا قصور قربانیان و متولیان و نتیجه رسیدگی‌ها و اقدامات پیشگیرانه منتشر نمی‌شود.
در این میان اگرچه کارشناسان غربی به نقش تحریم‌های فناورانه به عنوان بخشی از عامل حملات سایبری به ایران اعتراف کرده‌اند، لیکن با این وجود حجم داده‌های منتشره از عمق دسترسی به اطلاعات و داده‌های عمومی، نافی امکانات، اتخاذ راه‌کارها و پیش‌بینی‌های لازم برای مهار این پدیده شوم در کشور ما نیست و در نتیجه اکنون با انبوهی از پرونده‌های باز و بلاتکلیف در این بخش مواجه هستیم.
نکته قابل توجه دیگر آنکه، بر اساس یافته‌های گزارش سالانه عصر ارتباط، مجلس، شورای عالی فضای مجازی و دیگر نهادهای متولی در عرصه قانون و مقررات‌گذاری، امسال یک رکوردزنی در وضع قوانین و مصوبات مرتبط با حوزه فاوا و فضای مجازی به ثبت رساندند.
اما گرفتاری دیگر حسب شواهد و روال‌های موجود در کشور از سالیان گذشته تا کنون، ضمانت‌های اجرایی این قوانین و مقررات است.
ما قوانین و طرح‌ها و سامانه‌های ناتمام از نظر اجرا و تکمیل کم نداریم که سال‌ها در ادوار مختلف مجلس پیگیری و دست به دست می‌شود. این نگرانی اما زمانی تشدید می‌شود که از قضا اخباری هم از برخورد یا برکناری مسوولان خاطی در اجرای قوانین و ترک فعل‌ها به چشم نمی‌خورد.
نکته دیگری که در گزارش عصر ارتباط مشاهده می‌شود، انبوهی از مسایل، طرح‌ها، قوانین و پروژه‌هاست که بعضا از سال‌های قبل و همچنان باز، تکرار شده و به سال بعد موکول می‌شود.
مساله اینجاست که این موارد فرسایشی و تکراری در گزارش‌های روزشمار پایان سال‌ها اما تبعات دیگری را به دنبال دارد و به تشدید چرخه مشکلات و بلاتکلیفی‌ها می‌افزاید.
با این وجود و در کنار مسایلی که کام مردم و ما را تلخ کرد، نباید و نمی‌توان گام‌های مثبت و دستاوردهای مهم را نیز نادیده گرفت.
صنعت مهم و استراتژیک فضایی ایران که در سالیان قبل و به گفت دست‌اندکاران فعال در این عرصه به تعطیلی کشیده شده بود، با آغاز به کار دولت سیزدهم به یک اولویت بالا و مهم در کشور تبدیل شد و در این مدت 12 ماهواره به فضا پرتاب شد. به نحوی که تعداد پرتاب ماهواره در ۲ سال اخیر معادل ۱۰ سال قبل بود.
ایران در سال 1400 دو ماهواره، در سال 1401 پنج ماهواره و در سال جاری نیز پنج ماهواره دیگر را به فضا فرستاد و خبر بهتر این است که با وجود این شتاب‌گیری و رکوردهای بی‌سابقه در پرتاب ماهواره‌ها و دستیابی به دانش فضایی با وجود انبوهی از تحریم‌های سنگین و اتکای به توان داخلی و بومی، متولیان این عرصه در وزارت ارتباطات، سال آینده را سال پرتاب‌های فضایی می‌دانند.
موضوع دیگری که در سالیان گذشته در اولویت دولت‌ها نبود و کشور را به مرز بحران‌های اقتصادی پیش می‌برد، عدم توسعه زیرساخت‌های ارتباطی در کشور بود.
اما بررسی اخبار سال اخیر، گذشته از تلاش‌ها و دستاوردهای دیگر در حوزه ارتباطات و فناوری اطلاعات، نشان از آن دارد که پروژه عظیم، پرزحمت و پرهزینه فیبرنوری، بیشترین فراوانی اخبار را به خود اختصاص داده است.
اگرچه در گذشته و در هفته‌نامه عصر ارتباط به شکل مشروحی به اهمیت و ارزش بالای این پروژه ملی و سرمایه‌گذاری‌های عظیم جهانی در توسعه فیبرنوری پرداخته شد، لیکن شتاب سریع اقتصاد دیجیتال در دنیا و وابستگی انبوهی از مشاغل، کسب‌وکارها و خدمات متنوع الکترونیکی به بسترهای پرظرفیت، پایدار و قابل اتکا، نشان از یک جهت‌گیری کلان و آینده‌نگرانه برای کشور دارد که انصافا با همت مدیران وزارت ارتباطات و اپراتورها به سرعت در حال پیشرفت است تا کاستی‌های گذشته را جبران کند.
کوتاه آنکه اگر دستاوردهای فضایی و فیبرنوری در سال 1402 نبود، سالی بسیار تلخ و بد را باید پشت سر می‌گذاشتیم.
