به گزارش روابط عمومی بانک مرکزی دکتر مهران محرمیان افزود: تاکنون همچنین 224 هزار برگ/ فقره چک دیجیتال صادر شده است که از این تعداد 194 هزار برگ آن به صورت غیرحضوری نقد شده است.
وی افزود: در حال حاضر 12 بانک در زمینه ارائه خدمات چک الکترونیک فعال هستند و زیرساخت های فنی چک الکترونیک در همه 30 بانک کشور بطور کامل فراهم شده است. به این معنا که همه بانک ها، چک الکترونیک سایر بانک ها را می پذیرند و نقد می کنند.
معاون فناوری های نوین بانک مرکزی با بیان اینکه به تدریج چک دیجیتال جای خود را در بین مردم پیدا خواهد کرد گفت: با حذف فیزیک چک طی سه سال آینده همه چک ها الکترونیکی خواهند شد.
وی افزود: با ایجاد سقف اعتباری برای چک آخرین گام برای اجرای پروژه چک الکترونیک برداشته خواهد شد و در صورت اجرای آن آمار کلاهبرداری توسط چک، آمار چک برگشتی و زندانیان چک برگشتی بیش از پیش کاهش پیدا خواهد کرد.
او با اشاره به اینکه هنوز در استفاده از چک الکترونیک فرهنگ سازی به طور کامل انجام نشده است گفت: در حال حاضر چک‌های الکترونیک هر بانک در ابزارهای الکترونیک همان بانک قابلیت نقد شدن دارند و با توجه به اینکه مزیت اصلی این نوع چک این است که برای نقد شدن آن نیاز به مراجعه به شعبه نیست، زیرساخت‌های فنی نقد شدن چک هر بانک در ابزارهای بانکهای دیگر از طرف بانک مرکزی فراهم شده و باید بانکها توسعه ابزارهای خود را در دستور کار قرار دهند.
وی با بیان اینکه پروژه پیچک و صیاد پروژه هایی بودند که در سال 1400 عملیاتی شد خاطرنشان کرد: با اجرای این پروژه زمینه برای کاهش شدید آمار چک های برگشتی و زندانیان چک برگشتی فراهم شد. به‌نحوی که در سال 96 در هر روز کاری 10 نفر بابت چک برگشتی روانه زندان می شدند. اما در حال حاضر هر سه روز، یک نفر بابت چک برگشتی روانه زندان می شود.
معاون فناوری های نوین بانک مرکزی از ارتقای زیرساخت های نظارتی بانک مرکزی در راستای نظارت دقیق بر خلق نقدینگی شبکه بانکی خبر داد و گفت: با هماهنگی وزارت صمت و سازمان امور مالیاتی زمینه برای استفاده از فاکتورهای فروش و صورت حساب های الکترونیک در گزینه «بابت» فراهم خواهد شد.
وی گفت: به این ترتیب کسبه و فعالین اقتصادی مجبور به ارائه فاکتورهای خود به صورت فیزیکی و دستی به بانک ها نخواهند بود و هم اکنون قابلیت استعلام فاکتورهای فروش از داخل شعب بانک ها وجود دارد.
وی تصریح کرد: بانک مرکزی به منظور شفاف سازی تراکنش های بانکی و مبارزه با پولشویی، علاوه بر شناسایی و نظارت بر مبداء و مقصد تراکنش ها، موضوع تراکنش های بانکی و گزینه «بابت» در نقل و انتقالات بانکی را مورد توجه قرار داده است. به این‌ترتیب که استفاده از گزینه «بابت مدیریت نقدینگی» در نقل و انتقالات بانکی برای انتقال وجه بین حساب اشخاص محدود گردیده و استفاده از این گزینه صرفاً در نقل و انتقالات بانکی مربوط به یک شخص حقیقی یا حقوقی امکان پذیر است.
دکتر محرمیان نظارت بر مبدأ، مقصد و موضوع نقل و انتقالات بانکی از مصادیق حکمرانی ریال دانست و گفت: در همین راستا محدودیت هایی برای افرادی که به طرز مشکوکی از گزینه «بابت قرض و تأدیه دیون» در نقل و انتقالات بانکی خود استفاده می کند در نظر گرفته شده است و اکنون افراد تا سقف مشخصی امکان استفاده از این گزینه را دارند.
وی با اشاره به مهمترین دستاوردهای بانک مرکزی در حوزه فناوری های نوین در سال ۱۴۰۲ خاطرنشان در سال جاری به منظور تحقق شعار سال و مهار تورم علاوه بر اتخاذ سیاست های پولی و مؤلفه های اقتصادی که بر کنترل نقدینگی، موضوع نظارت بانکی و پایش خلق نقدینگی بانک ها از اهمیت ویژهای برخوردار است. از این‌رو بانک مرکزی، ضمن ارتقای زیرساخت ها و سامانه های نظارتی پیشین خود، بهمنظور نظارت دقیق‌تر بر خلق نقدینگی شبکه بانکی با طراحی سامانه‌های جدید، نظارت بانکی را تقویت کرد.
معاون فناوری های نوین بانک مرکزی افزود: بانک مرکزی در سال 1402 برنامه‌های جدیدی را در دستور کار خود قرار داد و با دریافت اقلام اطلاعاتی جدید از بانکها و تحلیل آن، اقدام به طراحی سامانه هایی کرد تا فرآیند خلق نقدینگی توسط بانک ها را با دقت بیشتری مورد رصد و پایش قرار دهد.
پروژه ریال دیجیتال
این مقام مسئول با اشاره به اینکه بانک مرکزی ایران جزو بانکهای پیشرو در ایجاد پول دیجیتال است گفت: فاز پیش آزمایش ریال دیجیتال به اتمام رسیده، در سال جاری وارد فاز آزمایشی شده و در سال آینده نیز در جزیره کیش و پایلوت های دیگر وارد فاز عملیاتی خواهد شد . با اجرای این پروژه ظرفیت خیلی خوبی را برای ارتباطات بین المللی ایجاد نمود و در موضوع تحریم نیز کمک کننده خواهد بود.
او در همین رابطه تصریح کرد: همزمان با اجرای این پروژه اتصالات بین المللی بانک مرکزی تکمیل خواهد شد. زیرساخت های پرداخت کارتی ایران به زیرساخت های پرداخت کارتی روسیه متصل می شود. همچنین شبکه شتاب ایران به شبکه میر روسیه متصل می شود. به علاوه ارتباطات سامانه سپام و SPFS، ارتباطات مالی بین بانک ها را به اندازه قابل توجهی تقویت خواهد کرد.
وی با اشاره به اینکه ماهیت ریال دیجیتال دقیقا مشابه اسکناس است گفت: هیچ تفاوتی بین ریال دیجیتال از نظر ماهوی با اسکناس وجود ندارد و هر آنچه از منظر اقتصادی بر اسکناس مترتب است بر ریال دیجیتال هم مترتب است؛ با این تفاوت که در ریال دیجیتال نیاز به جابجایی فیزیکی پول وجود ندارد.
