به گزارش مرکز ارتباطات و اطلاع‌رسانی معاونت علمی، فناوری و اقتصاد دانش‌بنیان ریاست‌جمهوری، موضوع این توافق نامه، راه اندازی «مرکز ملی پیشران طراحی تراشه» به منظور طراحی بومی و ساخت تراشه بدون کارخانه (fabless) بود.
ایجاد و توسعه دفاتر طراحی مشترک، ایجاد فرصت آموزشی و پژوهشی مشترک، دریافت پروژه های خارجی طراحی تراشه، راه اندازی آزمایشگاه تائیدیه تراشه، تربیت و آموزش نیروی طراح تراشه مجتمع، تراشه سنسور، متخصصان بسته بندی و مونتاژ تراشه و متخصصان توسعه نرم افزارهای کاربردی طراحی و ساخت تراشه، توسعه محصولات دانش بنیان منتج از تراشه با طراحی بومی و جذب ظرفیت اعتبار مالیاتی تحقیق و توسعه شرکت های بهره بردار یا علاقه مند به سرمایه گذاری در تحقیق و توسعه از محل منابع بند ب ماده 11 قانون جهش تولید دانش بنیان حداقل 50 میلیارد تومان در سال و افزایش 30 درصد سالیانه در طول دوره توافق و …. از جمله اهداف این توافق نامه است.
تامین هزینه خدمات بین المللی ساخت نمونه تراشه، تامین منابع آزمایشگاه تائیدیه تراشه بومی از محل منابع اعتبار مالیاتی شرکت های بهره بردار آزمایشگاه یا افزایش سرمایه صندوق پژوهش و فناوری و نیز منابع بودجه مشخص شده در قانون بودجه سالیانه دولت در موضوع میکروالکترونیک در طول دوره توافق، ابلاغ اولویت های راهبردی برای موضوعات طراحی بومی و ساخت تراشه با محوریت دبیرخانه شورای راهبری فناوری ها و تولیدات دانش بنیان، حمایت مالی و تسهیلاتی از شرکت های دانش بنیان داخلی اعلام شده توسط مرکز در موضوع توافق، حمایت از دوره های شتابدهی، ایجاد بوت کمپ‌های تخصصی کسب و کار و دوره های آموزشی شرکت ها در داخل و خارج از کشور با همکاری صندوق نوآوری، حمایت از راه اندازی و توسعه پردیس فناوری الکترونیک و میکروالکترونیک با همکاری مرکز و صندوق نوآوری از جمله تعهدات معاونت علمی در این توافق‌نامه است.
در مقابل، مرکز همکاری‌های تحول و پیشرفت ریاست‌جمهوری هم متعهد می شود تا به انتقال دانش فنی و آموزش نیروی متخصص از طریق همکاری های بین المللی و تعریف پروژه های طراحی مشترک تراشه با طرف های خارجی و فراهم نمودن زمینه جذب سرمایه گذار خارجی و توسعه بازارهای خارجی کمک کند. همچنین، استفاده از ابزارهای بین‌المللی خود برای کمک به آموزش و تربیت متخصص درحوزه طراحی تراشه مجتمع و سنسور، بسته بندی و مونتاژ تراشه، راه انداری نرم افزارهای کاربردی ساخت تراشه و کمک به معاونت علمی برای راه اندازی و توسعه شتاب دهنده تخصصی میکروالکترونیک و …اقدام کند.
سرمایه گذاری سالانه حداقل 50 میلیارد تومان در پنج طرح فناورانه منتخب معاونت علمی، حمایت از قراردادهای خرید تراشه بومی در قالب لیزینگ قراردادها، تجازی سازی، بازار سازی و توسعه بازار محصولات این توافق نامه در بازارهای موازی و در دسترس داخلی و خارجی، تامین مالی از محل منابع بانکی یا بازار سرمایه برای تولید انبوه تراشه توسط شرکت های دانش بنیان و …. هم از مواردی است که بر اساس این توافق نامه، صندوق نوآوری و شکوفایی متکفل شده است.
